KABAROLE: The commission of inquiry led by lady justice Catherine Bamugemereire has arrested the Kabarole District fisheries officer Baguma James Brian for failure to explain some numbers of queries into the leasing of 20 crater lakes in the district to ferdsult engineering company services.
While grilling him before the commission, he was blamed for miss guiding the district, solicitor General and on behalf of the community due to his own intentions. The commission also asked Baguma to explain who are the owners of Ferdsult, but failed to explain.
The commission observed that fisheries officer together with Ferdsult bosses faked a permit from the ministry of Agriculture, fisheries and animal industry allowing them to fish in 2o crater lakes.
According to the commission, on 10th Dec-2013 Ferdsult brought a fake permit document to the former Kabarole district chief administrative officer Ochakala Nickolas claiming to have got from the ministry while they had another latter from ministry dated 3rd November 2017 all allowing them to fish.
The commission also observed that the same fisheries officer and ferdult did not follow the MOU signed with the district which was of 5-10 years but they smuggled into 30 years and denying the community from accessing the crater lakes.
However the justice ordered police to arrest Baguma until he produces the documents he used to follow with Ferdsult
In 2015, Kabarole district local government entered into a memorandum of understanding with Ferdsult engineering company services to lease 20 carter lakes in Kabarole. End
